PBA Optical Plan

  • The PBA Optical Plan is a self-insured plan solely administered by the PBA.
  • Each PBA member is entitled to $200.00 of optical coverage per calendar year for themselves.
  • Spouses and dependent children up to age 19 are entitled to $200.00 of optical coverage per calendar year each.
  • Dependent children over age 19 up to age 26 will receive the above benefit only if they are enrolled in college as a full-time student.
  • Eligible persons may obtain optical services at any location of their choice, but they may be required to pay all costs up front and submit the appropriate form with a receipt to obtain reimbursement.
  • The following optical providers have an arrangement with the PBA that does not require members to pay any up front costs:
    • Raymond Opticians (18 locations)
    • Mendel Optical- 200 Hamilton Ave., White Plains
    • New County Optical- 68 E. Post Rd., White Plains
    • White Plains Vision Care-148 Mamaroneck Ave., White Plains

Robert Riley - President

Robert Riley serves as President and is a seventeen year year veteran of the Police Department. He is currently assigned to the Patrol Division and has previously served in the Emergency Services Unit, Community Policing Unit, and Anti-Crime Unit. The President is the chief executive officer, who is responsible for the overall operations of the union. He is also responsible for all collective bargaining negotiations, as well as facilitating any legal matters that concern the organization.

Vinnie Battaglia - Vice-President

Vinnie Battaglia serves as Vice-President and is a eleven year veteran of the Police Department.He is currently assigned to the Patrol Division and holds the rank of Sergeant. 

He is also currently in charge of the recruit field training program.  He has previously served in the Patrol Division as a steady post car driver. 

The Vice-President assists the president with the day to day operations of the union and supervises the board of delegates.  He also serves as one of the primary representatives in all functions that the union is involved.

Marco Garced - Secretary

Marco Garced serves as Secretary and is an twenty-three year veteran of the Police Department. He is currently assigned to the Traffic Division as a sergeant. The Secretary is responsible for recording the minutes of all union meetings and handling all general correspondence for the union. Additionally, the Secretary functions as the primary custodian of the union’s records and provides general assistance to the President as needed.

James Parlow - Treasurer

James Parlow serves as Treasurer and is a twenty-five year veteran of the Police Department. He is currently assigned to the Patrol Division as a Tour Commander, and has previously served as Assistant to the Patrol Commander, as well as a Field Sergeant in the Patrol Division. The Treasurer is responsible for the union’s finances. This includes overseeing the union’s financial investments, maintaining the union’s financial records, and the preparation of official financial reports that are required to be filed with the New York State Attorney General's Office and the Internal Revenue Service. The Treasurer also serves as the union’s benefits administrator, which includes the dental and optical plans, as well as life insurance. Additionally, the Treasurer oversees all of the union’s fundraising activities.

Michael Dawson - Sergeant At Arms

Michael Dawson serves as Sergeant at Arms and is a thirteen year veteran of the Police Department. He is currently assigned to the Special Operations Division where he serves as an Emergency Services Unit officer.   He is also a certified New York State paramedic and a Firearms Instructor. The Sergeant at Arms is responsible for enforcing order, effecting the speedy compliance of all laws, rules and regulations by members of the association and preventing entrance to a meeting of any unauthorized person. He also is responsible for coordinating all events.

Welcome to the official home of the White Plains PBA. The PBA is committed to preserving the health, safety and welfare of all of its members and to continue to encourage and strengthen relationships between it's members and the residents of the City of White Plains.

The WPPBA is a non-profit labor organization, and is funded by donations from City of White Plains residents and businesses, member's dues and fundraising activities.

The WPPBA is responsible for contract negotiations with the city and represents all members from Police Officer through the rank of Captain.

Established in 1926, the WPPBA currently has approximately 190 members. We are affiliated with the Police Conferences of New York (PCNY), the NYS Public Employee Conference (NYSPEC) and the Affiliated Police Association of Westchester County (APAWEST).
